Deployment scope
NULL supports deployments requiring continuous observation, probabilistic evidence, and controlled intervention. Programs may be allocated separately or combined under a shared record agreement.

Evidence interoperability
Deployment agreements specify permitted transfers between programs. Population class, confidence, source clock, and disposition are retained with each evidence object. Cross-system acceptance is not equivalent to release authorization.
Review materials
Procurement review begins with a system scope, retention schedule, and authorization register. Public documents provide the baseline terms. Restricted operating permissions are issued within the assigned deployment.
