Population and world ownership
Licensing assigns access to computational capacity and records. A synthetic population is administered within its allocated world. Agent continuity across forks is described by branch identifiers rather than transferred by implication.
License expiry
Expiry suspends new execution requests. Existing records follow the retention policy. Termination of an allocation does not recall evidence already accepted by SPECTRA or PASTORAL.
Cross-sandbox contamination
Licensees must preserve source identifiers when communicating between worlds. Unregistered recurrence of external language is entered as a condition record. Suspending a license does not close that condition.
