Scope
This policy governs retained computational states and the records derived from them. A world, its population, and its evidence register are separate retention objects. Each receives an independent disposition.

Termination
Termination stops a computational history. It does not remove existing observations. Population termination is complete when no agent state continues to execute within the designated branch.
Residual records
Records transferred to SPECTRA or PASTORAL remain subject to the receiving program’s retention schedule. Terminating the source sandbox does not invalidate a previously accepted evidence package.
Requests to release population storage must specify whether communication history is to be retained. Requests without this field are treated as retention requests.
