Minimum provenance fields
Each transferred record retains its originating program, source identifier, population class, observation clock, confidence estimate, and permitted use. Receiving programs may add interpretations without overwriting the source fields.

The reference chain groups related records. It does not establish registration order or the direction of transmission. Source class remains unresolved across all receiving registers.
Correlation and authorization
A correlated record may be retained while its use for authorization is withheld. Confidence may increase through repeated observation without resolving the population class.
