PASTORAL consolidates probabilistic identification, target designation, collateral estimation, and operator review. Confidence values describe the evidence package. Release authority is assigned to a human operator.

Provenance is retained with the estimate.
Public-network evidence package P-0178 references HYPERSTITION-9 captured language through collection extract SPT-3521. Its confidence estimate remains calculable. Release is withheld while the originating population is unresolved.
The retention of an estimate does not require the retention of its originating world.
